Budget Ordinance Amendment 2nd Reading - Finance: Consider Budget Ordinance No. 2020-O0137, Amendment 3, amending the FY 2020-21 Budget for municipal purposes; respecting the Grant Fund to accept and appropriate funding from the Texas Department of Transportation for the Selective Traffic Enforcement Program (STEP) - Impaired Driving Mobilization Grant; providing for filing; and providing for a savings clause.
2. Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2020-O0138, abandoning and closing a portion of a 15-foot wide alley, located adjacent to Lots 2-8 and Lots 9-15, Block 2, Sunset Addition, 3704 36th Street, and reserving a utility easement and garbage collection easement.
3. Ordinance 1st Reading - Right-of-Way: Consider an ordinance abandoning and closing a portion of the North Texas Avenue right-of-way dedicated with the plat of the A. L. King Addition, Lubbock County, Texas, west of 2106 North Texas Avenue.

Ordinance 1st Reading - Right-of-Way: Consider an ordinance abandoning and closing a portion of a Street Right-of-Way dedicated and recorded in CCFN-2007031912, and abandoning and closing a Temporary Drainage Easement as recorded in CCFN-2007031913, located west of 2106 North Texas Avenue in Lubbock County, Texas.
5. Ordinance 1st Reading - Right-of-Way: Consider an ordinance abandoning and closing a portion of an Underground Utility Easement and a portion of an Access Easement located in Lot 7, Huntington Business Park Addition, Lubbock County, Texas.
6. Resolution - Business Development: Consider a resolution approving the Bell Farms Public Improvement District Bylaws, as reviewed and recommended by the Bell Farms Public Improvement District Advisory Board.
7. Ordinance 2nd Reading - Public Works Wastewater: Consider Ordinance No. 2020-O0150, amending Article 22.04 of the City of Lubbock Code of Ordinances regarding definitions, discharge prohibitions, industries to comply with federal and local pretreatment standards, liquid waste disposers, accidental discharge/slug control plans, application for permit, application signatories and certification for permit, modification of permit, conditions of permit, monitoring facilities, permitted and non-permitted industrial user, inspection and sampling, recordkeeping, sample collection, charges and fees, legal action, amending Division 5 relating to the pretreatment and disposal of wastes, and adding Division 7 relating to fats, oils, and grease; providing a penalty; providing a savings clause; and providing for publication.
8. Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute Contract 15403, with Waste Systems, for the purchase of hydraulic cylinders for refuse trucks.
9. Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute Purchase Order 31055644, with Deere & Company, for the purchase of a 165 HP 4x4 tractor, for Solid Waste - Landfill.
10. Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute Purchase Order 31055436, with Robert's Truck Center, for the purchase of a Tandem Axle Cab and Chassis, for the Water Pipeline Department.
11. Resolutions - Fleet Services: Consider two resolutions authorizing the Mayor to execute Purchase Order 31055364, with Randall Reed's Prestige Ford, for the purchase of three Cab and Chassis, and Purchase Order 31055363, with Jim Bass Ford, for the purchase of two Cab and Chassis, to be used by Animal Services, Alley Maintenance, Water Education and Conservation, Water Reclamation, and Land Application.
12. Resolution - Fleet Services: Consider a resolution authorizing the Mayor to execute a Vehicle Lease Agreement, with Acme Auto Leasing, LLC, and all related documents, for a vehicle leasing program.
13. Resolution - City Secretary: Consider a resolution to receive, from the City Secretary, all papers received on October 13, 2020, pertaining to a petition and proposed ordinance seeking an amendment to the City of Lubbock Code of Ordinances, with regard to declaring Lubbock a sanctuary city for the unborn; a Certificate attesting to the number of verified signatures on said petition; and setting November 17, 2020, as the date of a public hearing, for consideration of such ordinance.
