Upon completion of the Work Session, the City Council will recess and relocate to City Hall, 1625 13th Street, Lubbock, Texas, for Executive Session, to consider items 2.-2.5. 5:15 p.m. - City Council reconvenes in open session in City Hall Council Chambers to consider items 3.-7.2.
1. Work Session - Items for presentation and discussion on such issues that may require more in-depth consideration by the City Council, than Regular Agenda items. Action may be taken on a Work Session item if the item indicates to the public the action to be taken.

Hold an executive session in accordance with Texas Government Code, Section 551.071, with legal counsel for advice about pending or contemplated litigation or settlement agreement and on matters in which the duty of the attorney under the Texas Disciplinary Rules of Professional Conduct conflicts with Chapter 551.
2. Hold an executive session in accordance with the Texas Government Code, Section 551.072, to deliberate the purchase, exchange, lease, or value of real property.
3. Hold an executive session in accordance with Texas Government Code 551.074, to discuss personnel matters, regarding the duties, responsibilities, and/or appointments to the Central Business District Tax Increment Financing Reinvestment Zone Board of Directors.
4. Hold an executive session in accordance with Government Code 551.086 on the following competitive matters of Lubbock Power & Light.
5. Hold an executive session in accordance with Texas Government Code, Section 551.087, to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; and to deliberate the offer of a financial or other incentive to a business prospect described herein above.

3. Resolution - Finance: Consider a resolution accepting the Actuarial Audit Report of the Lubbock Fire Pension Fund (LFPF) Actuarial Valuations, Studies, and Reports.
4. Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2018-O0123, abandoning and closing a 0.407 acre tract of land that is a portion of 3rd Place, adjacent to Lots 18 through 24, Block 1, Paul M. Crouch Addition, Lubbock, Lubbock County, Texas.
5. Ordinance 2nd Reading - Right-of-Way: Consider Ordinance No. 2018-O0124, abandoning and closing a 6,546 square foot portion of a Stormwater Drainage and Impoundment Easement dedicated by the plat of Tract "L", West Wind Addition, Lubbock, Lubbock County, Texas.
6. Resolutions - Utility and Street Maintenance: Consider three resolutions authorizing the Mayor to execute Contract 14284 with West Infrastructure, LLC, Contract 14331 with MUDco Ready-Mix, LLC, and Contract 14332 with Allen Butler Construction, Inc., for the annual pricing of ready mix concrete materials.
7. Resolution - Community Development: Consider a resolution authorizing the Mayor to execute Contract 14277 with Planks Heating and Air Conditioning, for Comprehensive Energy Assistance Program (CEAP) service and repair.
8. Resolution - Fleet: Consider a resolution authorizing the Mayor to execute Purchase Order Contract 31041502 with Syntech Systems, Inc., for the purchase and installation of upgrades to the current Fuelmaster fuel dispensing and tracking system.
9. Resolution - Fleet: Consider a resolution authorizing the Mayor to execute Purchase Order Contract 31041401 with Tri-County Equipment and Repair, for the purchase of an Aljon ADV 600 Factory Authorized Certified Remanufactured Landfill Compactor for the Abernathy Solid Waste Landfill.
11. Resolution - Business Development: Consider a resolution to approve a program or expenditure of the Lubbock Economic Development Alliance to be provided to WL Plastics Corporation, pursuant to Section 501.073 of the Texas Local Government Code.
1. Resolution - Parks and Recreation: Consider a resolution authorizing the Mayor to recognize and support planned improvements to the Berl Huffman Athletic Complex, through a partnership with Market Lubbock, Inc.
